Shah posted a copy of the letter to social media and stated, "The government is prepared to discuss the Manipur problem and requests cooperation from all the parties, putting party differences aside. I sincerely hope that all parties will work together to find a solution to this crucial problem.

Manipur is a crucial border state, according to the home minister, and its "rich cultural heritage is the 'Jewel' of the culture not only of Manipur but of entire India." He made this claim in separate letters to Congress leaders Mallikarjun Kharge and Adhir Ranjan Chowdhury.

"Manipur was in the midst of a new age of peace and development during the final six years of Bharatiya Janata Party rule in the state. However, as a result of several court rulings and other events, there were violent episodes in Manipur at the start of May," the minister said, referring to a ruling by the Manipur high court that advised the government to add the dominant Meiteis to the list of scheduled tribes.
