During the Assembly session, Indian Union Muslim League (IUML) MLA MK Muneer articulated the need for a comprehensive socio-economic caste census in Kerala, citing the provisions outlined in the 105th Constitutional Amendment Act. Muneer emphasized that while the state government awaits the central government's directive on a caste census, it should proactively prepare for the possibility of conducting such a survey.
Furthermore, Muneer underscored the importance of inclusivity in the proposed caste census, advocating for the examination of all social strata, including the majority community, rather than solely focusing on specific demographics. He stressed the significance of analyzing caste dynamics alongside considerations of economic status and employment opportunities to gain a holistic understanding of social realities within the state.
Expressing skepticism regarding the state government's stance on the matter, Muneer urged clarity on whether it supports or opposes the implementation of a caste census. Drawing parallels with Bihar's experience, where Chief Minister Nitish Kumar had previously undertaken a caste census in collaboration with the Congress but refrained from pursuing it after aligning with the BJP, Muneer highlighted the political complexities surrounding the issue.
The ongoing 10th session of the 15th Kerala Assembly, commencing on January 25 and scheduled to conclude on March 27, serves as the backdrop for these deliberations. Meanwhile, the Kerala government's submission to the Supreme Court on January 29, stating its disinterest in conducting a caste survey in the state, adds a layer of complexity to the debate.
