Under the US peace proposal, Ukraine would have to give up some weapons and land: Report


The United States has delivered a clear and pressing message to President Volodymyr Zelenskyy: Washington expects Kyiv to accept a US-drafted framework for ending the war — a framework that includes territorial concessions to Russia and limits on Ukraine’s future military capabilities, according to two individuals familiar with the discussions.

The sources said the plan requires Ukraine to give up some of the territory currently occupied by Russian forces and to agree to reduce the size of its armed forces and weapons holdings. Washington wants Kyiv to embrace the core elements of the proposal, even though Ukraine was not involved in preparing it.

Such terms would mark a dramatic setback for Zelenskyy at a moment when Russia continues to advance in the east, and as his government confronts internal political turmoil: Ukraine’s parliament dismissed both the energy and justice ministers on Wednesday due to corruption concerns.

A senior Ukrainian official confirmed to Reuters that Kyiv had received “signals” about US-Russia discussions over possible settlement terms. Kyiv was not consulted in the drafting process, the official said.

Zelenskyy spent Wednesday in Turkey meeting President Tayyip ErdoÄŸan as part of a broader diplomatic effort to pressure Moscow and build support for Ukraine’s position. He is expected to meet US Army officials in Kyiv on Thursday, a conversation likely to become pivotal as Washington steps up its push for a negotiated end to the war.

Financial markets reacted immediately. Ukraine’s government bond prices saw their biggest surge in months on Wednesday, reflecting investor expectations that a peace process — even one on unfavourable terms for Kyiv — may be approaching.

There have been no direct talks between Kyiv and Moscow since a meeting in Istanbul in July. In the meantime, Russian forces have accelerated attacks, with overnight strikes killing at least 25 civilians.

Despite emerging diplomatic momentum, the Kremlin has shown no sign of softening its demands. President Vladimir Putin continues to insist that Ukraine must renounce NATO membership and withdraw from four regions Russia claims to have annexed — demands Kyiv has repeatedly rejected as unacceptable.

With Washington pressing for compromise, Moscow holding its hard line, and Ukraine excluded from the drafting of the proposal, Zelenskyy now faces one of the most difficult strategic decisions of the war.
