Congress claims the BJP is engaging in "smart corruption" by exploiting AI photos to win a water award


A political controversy has erupted in Madhya Pradesh after the Congress accused the BJP-led state government of misusing artificial intelligence to secure a prestigious national award for water conservation. The allegation centres on Khandwa district, which recently won first place at the sixth National Water Awards for its performance under the Centre’s Jal Sanchay, Jan Bhagidari (JSJB) campaign. The district was awarded a cash prize of ₹2 crore, but the recognition has now come under scrutiny following claims that AI-generated images were used to exaggerate or misrepresent development work on the ground.

The controversy was triggered by a post on social media by Madhya Pradesh Congress president Jitu Patwari, who accused the ruling party of resorting to technological manipulation to project false achievements. Patwari alleged that instead of promoting ethical use of artificial intelligence, the BJP government had exploited it to fabricate evidence of water conservation efforts. According to him, shallow pits were digitally altered to appear as wells, and AI-generated visuals of development projects were uploaded to official portals to create a misleading impression of progress. He claimed that these fabricated visuals were used to secure national recognition, calling it a new form of corruption driven by technology rather than governance.

In his post, Patwari stated that when the actual ground situation was examined, the supposed water conservation structures were nowhere to be found. He alleged that empty fields and barren land existed where water bodies were claimed to have been developed. He described the episode as an example of “smart corruption,” arguing that technology was being misused to deceive authorities and the public alike. The Congress leader further criticised the government for undermining the credibility of a national award system that is meant to promote genuine grassroots conservation efforts.

The district administration, however, firmly rejected the allegations and issued a clarification denying any wrongdoing in the award process. Khandwa District Panchayat Chief Executive Officer Nagarjun B Gowda said that all entries submitted for the award were thoroughly verified before being uploaded. He stated that over 1.29 lakh works were reviewed, and the images submitted as part of the documentation were scrutinised both at the district and central levels. According to him, officials from the Union Ministry of Jal Shakti also conducted random field inspections before finalising the results.

The administration clarified that some images had indeed been uploaded on a separate platform called the “Catch the Rain” portal, which is meant primarily for awareness, education, and public participation, not for determining award eligibility. Gowda acknowledged that 21 images generated using AI were found on this portal but stressed that they were not used in the evaluation process for the National Water Awards. He added that these images appeared to have been uploaded with malicious intent, and action was being initiated against those responsible.

Officials reiterated that the award was granted after a multi-level verification process and that the decision was not based on unverified visuals. They maintained that Khandwa’s recognition was the result of sustained efforts in water conservation, community participation, and implementation of rainwater harvesting initiatives under the JSJB campaign. At the same time, the administration assured that it was taking the allegations seriously and would investigate how AI-generated images made their way onto the portal.

The incident has triggered a wider debate over the misuse of artificial intelligence in governance and documentation, as well as the need for stronger safeguards to prevent manipulation of digital records. While the opposition continues to press for accountability, the state government has maintained that the award was earned legitimately and that corrective action is already underway to prevent similar controversies in the future.
