Lashkar is enlisting Pakistanis for a "water force" to carry out assaults akin to those of 26/11


Pakistan-based terror outfit Lashkar-e-Taiba has once again come under scrutiny after a video surfaced that appears to expose systematic preparations for maritime terror operations similar to the 26/11 Mumbai attacks. Security agencies say the footage provides rare visual evidence of open recruitment, specialised training, and operational planning aimed at sea-borne assaults.

The video shows Lashkar-e-Taiba operating in coordination with its political front, the Pakistan Markazi Muslim League (PMML), to build what is described as a dedicated “water force.” This unit is allegedly being trained specifically for attacks launched via maritime routes, raising serious concerns about coastal and naval security in the region.

In the footage, senior Lashkar leader Haris Dar is seen personally inspecting training sessions. The exercises shown go far beyond basic physical drills and include scuba diving, professional swimming techniques, handling of high-speed boats, underwater combat-style operations, and even instruction in social media usage, which agencies believe is meant for propaganda, recruitment, and psychological operations.

Another Lashkar commander appearing in the video openly acknowledges the formation of the so-called water force. He admits that the training is being conducted jointly by Lashkar-e-Taiba and PMML, and makes a pointed reference to Indian television channels, claiming that they have already picked up the footage and are presenting different narratives around it. Investigators see this as an unusually brazen admission of terror activity.

According to the commander, responsibility for organising the training was formally assigned to him. He further claims that training programmes were conducted across three tehsils, during which as many as 135 youths were trained specifically in boat handling. Security agencies say this statement strongly indicates structured recruitment and a coordinated effort to build maritime capabilities rather than isolated or symbolic drills.

These revelations have gained added significance in light of earlier provocative statements made by Lashkar-e-Taiba deputy chief Saifullah Khalid Kasuri. Kasuri had previously issued open threats against India, warning of sea-borne attacks and explicitly invoking the possibility of another 26/11-style operation. In a speech delivered in Muridke, he declared that while 2025 was the year Pakistan would “rule the skies,” 2026 would be the year it would “rule the seas.”

Following the Pakistan Air Force’s defeat in Operation Sindoor, Kasuri reportedly escalated his rhetoric, this time issuing direct threats against the Indian Navy. Indian security agencies view these statements, combined with the newly surfaced video, as a credible and escalating maritime terror threat.

Officials say the footage once again underlines India’s long-standing claim that terror organisations in Pakistan continue to operate with protection and impunity. They argue that the video reinforces allegations that such groups are being used as instruments to destabilise India, particularly in sensitive regions like Jammu and Kashmir. Agencies have described the material as conclusive proof of open recruitment, organised training, and concrete terror preparations, and are treating it as evidence of a larger conspiracy to carry out attacks through maritime routes.
