The Uttar Pradesh government has taken a stringent step in line with its declared zero-tolerance stance on corruption by withholding the salaries of more than 68,000 state employees who failed to submit mandatory declarations of their movable and immovable assets within the prescribed timeline. The action was taken after these employees did not upload the required information on the Manav Sampada portal by the January 31 deadline.
According to officials, salaries for the month of January have already been stopped and will continue to remain withheld until the concerned employees comply with the requirement by uploading their asset details. The government has also made it clear that failure to adhere to the directive could invite further disciplinary proceedings, signalling that the matter will be treated seriously.
Despite repeated and clear instructions issued by Chief Secretary S P Goyal, a substantial number of employees across departments failed to meet the deadline. Officials indicated that unless compliance is ensured promptly, there is no certainty that the affected employees will receive their salaries for February either, adding to the financial implications of the lapse.
Government data reveal that the non-compliance spans all service categories, highlighting the widespread nature of the issue. Among those who did not submit their asset declarations on time were 34,926 Group C employees, 22,624 Group D staff members, 7,204 Group B officers, and 2,628 Group A officers. This broad spread across hierarchical levels suggests that the problem is systemic rather than confined to any single cadre.
Several key departments have emerged as major contributors to the non-compliance figures. Departments such as public works, revenue, education, health, and social welfare feature prominently on the list, underlining both the scale and seriousness of the issue. The presence of large numbers of defaulting employees in these crucial public service sectors has raised concerns about administrative discipline and accountability.
The Uttar Pradesh government, led by Chief Minister Yogi Adityanath, has reiterated that submitting asset details through the Manav Sampada portal is a non-negotiable obligation for all state employees. Officials stressed that salaries will not be released under any circumstances until full compliance is achieved, reinforcing the administration’s message that transparency, discipline, and adherence to rules are central to its governance approach.
