Months after the events in Leh, the government plans to free Sonam Wangchuk from custody


The central government has decided to revoke the detention of climate activist Sonam Wangchuk under the National Security Act (NSA), several months after unrest and a breakdown of law and order occurred in Leh in September 2025. Officials stated that the decision was taken with the intention of restoring calm in the region and creating a conducive environment for constructive dialogue with various stakeholders in Ladakh.

According to an official statement issued by the Ministry of Home Affairs (MHA), Sonam Wangchuk had originally been detained on September 26, 2025. His detention was carried out under the provisions of the National Security Act following an order issued by the District Magistrate of Leh. The government explained that the step had been taken as a preventive measure to maintain public order and stability in the region at a time when tensions were high.

Authorities noted that Wangchuk’s detention followed a serious disturbance that took place in the otherwise peaceful town of Leh on September 24, 2025. The incident led to significant law and order concerns in the area, prompting the administration to take action to prevent further escalation of unrest. The ministry also highlighted that Wangchuk had already completed nearly half of the permissible detention period under the National Security Act by the time the decision to revoke his detention was taken.

Earlier, the Centre had strongly defended its decision to detain Wangchuk when the matter was brought before the Supreme Court. In its submissions to the court, the government described Wangchuk as the “chief provocateur” behind the violent events that occurred in Leh on September 24. According to official accounts, the incident resulted in the deaths of four individuals and left dozens of others injured. The government maintained that the detention had been carried out strictly in accordance with the procedural safeguards provided under the NSA and argued that the situation in the region had calmed down following his arrest.

At the same time, the government stated that it has been actively engaging with community leaders, representatives, and various stakeholders in Ladakh to better understand and address the aspirations, demands, and concerns of the local population. Officials emphasised that dialogue and consultation remain central to the government’s approach in dealing with regional issues.

However, the ministry also expressed concern over the ongoing atmosphere of bandhs, demonstrations, and protests in the region. According to the government, such disruptions have negatively affected the peaceful social fabric of Ladakh and have created difficulties for several sections of society. The statement noted that students, job seekers, business owners, tourism operators, and visitors to the region have all been adversely impacted by the continued instability and shutdowns. Additionally, the broader economic activity of the region has suffered due to the prolonged unrest.

The Ministry of Home Affairs reiterated that the government’s priority is to ensure peace, stability, and mutual trust in Ladakh so that meaningful discussions can take place between authorities and the people of the region. Officials stressed that creating a calm and stable environment is essential for enabling constructive engagement with all stakeholders.

In line with this objective, the government stated that it had carefully reviewed the situation and decided to revoke the detention order issued against Sonam Wangchuk. The decision was taken using the powers granted to the government under the provisions of the National Security Act, and the revocation has been implemented with immediate effect.

The government also reaffirmed its commitment to ensuring that Ladakh receives all necessary safeguards and protections. Officials expressed hope that the various issues concerning the region will ultimately be resolved through dialogue and cooperative engagement. They noted that discussions will continue through the High-Powered Committee established to address Ladakh-related concerns, as well as through other appropriate platforms designed to facilitate consultation and consensus-building.
