The first female BMC commissioner is Ashwini Bhide, a close assistant to the chief minister of Maharashtra


Ashwini Bhide, a senior bureaucrat known for her firm administrative style, has been appointed as the new Commissioner of the Brihanmumbai Municipal Corporation, becoming the first woman to head India’s wealthiest municipal body. She takes over from Bhushan Gagrani, whose tenure concluded on March 31.

Widely regarded as a “no-nonsense” administrator and seen as having close working alignment with Devendra Fadnavis, Bhide was chosen over other senior contenders such as Assem Gupta and Milind Mhaiskar. Her selection is largely attributed to her proven ability to handle large-scale infrastructure projects, most notably her leadership role in the Mumbai Metro Rail Corporation Limited between 2015 and 2020, where she oversaw one of the city’s most complex urban transport initiatives.

Her prior experience as an Additional Commissioner in the BMC further strengthens her familiarity with Mumbai’s administrative and civic challenges. With her tenure expected to extend until 2030, her leadership is likely to prioritise faster execution of infrastructure projects, improved governance efficiency, and better coordination across urban departments.

Bhide’s career began in Kolhapur, where she served as Assistant Collector from 1997 to 1999. She later moved to Sindhudurg as Chief Executive Officer, followed by a key role in Nagpur district. During her tenure as CEO of the Nagpur Zilla Parishad from 2000 to 2003, she led the construction of 434 dams across 310 villages, significantly expanding irrigation coverage and improving agricultural output.

She subsequently served as Deputy Secretary to the Governor of Maharashtra between 2004 and 2008 before transitioning into urban development roles. As Additional Metropolitan Commissioner at the Mumbai Metropolitan Region Development Authority from 2008 to 2014, she played a crucial role in shaping large-scale infrastructure planning in the Mumbai region.

In addition to her urban development work, Bhide also contributed to the education sector during her tenure as School Education and Sports Secretary. She was instrumental in implementing the SARAL (Systematic Administrative Reforms for Achieving Learning by Students) database, which digitised student data and improved administrative transparency.

Her appointment marks a significant administrative milestone for Mumbai, combining experience in governance, infrastructure execution, and policy implementation at a time when the city faces increasing demands for efficient urban management and large-scale development.
