Three Kanpur clerks were reduced to peons because they could not type even 25 words per minute


Three junior clerks working at the Kanpur collectorate were demoted to Class IV positions after repeatedly failing to meet the required typing test standards. The employees were unable to achieve the mandatory typing speed of 25 words per minute, which is a key requirement for their role.

Premnath Yadav, Amit Kumar Yadav, and Neha Srivastava had originally been appointed as junior clerks under the compassionate appointment quota. According to the applicable rules, candidates appointed under this quota are required to clear a typing test within one year of their appointment to continue in their designated posts.

In the first typing test conducted in 2024, all three failed to reach the required typing speed. As a result, their salary increments were stopped as a disciplinary measure. Despite this, they were given another opportunity in 2025 to qualify for the test and retain their positions.

However, in the second attempt as well, none of the three candidates managed to pass the typing test. Their continued inability to meet the required standard led the administration to take stricter action in accordance with the rules.

Following their second consecutive failure, District Magistrate Jitendra Pratap Singh ordered their demotion. Premnath Yadav, who was posted at the District Magistrate’s camp office, along with Neha Srivastava and Amit Kumar Yadav, who were working at the collectorate, were all downgraded to Class IV employees.

The administration’s action reflects a stepwise enforcement of rules, where the first failure resulted in the stoppage of salary increments, and the second failure led to demotion.
