Two US nationals were detained at Srinagar airport after security personnel discovered a satellite phone in their luggage during routine screening, triggering a security response due to strict regulations governing such devices in India. The individuals were questioned by airport authorities and subsequently handed over to the police for further investigation.
One of the detained individuals has been identified as Jeffrey Scott from Montana. Officials confirmed that the device recovered from his bag was a satellite communicator manufactured by Garmin. The presence of such a device raised immediate concerns because satellite phones are classified as restricted items in India and cannot be carried or used without prior government approval.
Under Indian law, including provisions of the Indian Telegraph Act and related security regulations, the possession of satellite communication devices such as those operating on Thuraya or Iridium networks is tightly controlled. These devices can bypass local telecom networks, which makes them a potential security risk, especially in sensitive regions like Jammu and Kashmir. As a result, unauthorised possession can lead to detention, seizure of the device, and even criminal proceedings.
Authorities have reiterated that travellers must obtain explicit written permission from the Department of Telecommunications before bringing such equipment into the country. Without this clearance, even unintentional possession can attract legal consequences. In recent years, there have been several similar cases involving both foreign nationals and Indian citizens, where individuals were detained for carrying satellite phones at airports or hotels.
To prevent such incidents, aviation authorities have also taken steps to increase awareness. Airlines operating flights to India have been instructed to inform passengers about the prohibition through announcements, ticketing information, and onboard materials. Additionally, international travel advisories issued by countries like the United States and the United Kingdom warn their citizens about the strict enforcement of these rules in India, including the possibility of heavy fines, confiscation, or arrest.
The current case remains under investigation, and authorities are expected to examine whether the individuals were aware of the restrictions or had any form of authorisation. The incident once again highlights the seriousness with which India treats communication security and the importance of compliance with local regulations by international travellers.
