Rubio introduces America's first tool for business executives to schedule visas


Amid ongoing efforts by both India and the United States to stabilise and strengthen bilateral relations after months of diplomatic friction, US Secretary of State Marco Rubio arrived in India on Saturday carrying a message focused on deeper strategic cooperation, stronger commercial engagement, and enhanced Indo-Pacific coordination. During his visit, Rubio announced a new “America First visa scheduling tool” aimed at prioritising business professionals and improving visa access for individuals contributing to economic and commercial ties between the two countries.

The announcement was made during Rubio’s first official trip to India after assuming office as Secretary of State. During the visit, he met Prime Minister Narendra Modi and also attended the dedication ceremony of the newly constructed US Embassy Support Annex Building in Delhi. The initiative is being seen as an attempt by Washington to reassure Indian businesses, investors, and skilled professionals that the United States continues to view India as one of its most important strategic and economic partners despite recent tensions over trade and immigration issues.

Speaking at the event, Rubio said the United States was introducing a new visa appointment system specifically designed to prioritise business professionals whose work contributes to strengthening India-US ties. “We're introducing a new America First visa scheduling tool that prioritises business professionals who strengthen these ties,” Rubio stated during his address.

According to officials, the new system is expected to streamline and accelerate visa appointments for applicants connected to trade, business investments, economic partnerships, and commercial cooperation between India and the United States. The initiative is intended to improve efficiency in visa processing while encouraging stronger business-to-business engagement between the two countries.

Rubio described the move as part of a broader modernisation effort focused on improving consular services and enhancing people-to-people ties between India and the US. He said the newly inaugurated embassy facility would help improve operational efficiency while also reducing costs.

“This facility saved Americans money because it's going to make us more efficient,” Rubio said. He further explained that the upgraded infrastructure would help embassy officials perform their work more quickly and accurately. “It's going to allow us to do the work we have to do anyway, but allow us to do it more accurately, faster, and in a more efficient way,” he added.

The visa-related announcement comes at a sensitive moment in India-US relations, as immigration and mobility issues have increasingly emerged as major concerns between the two countries. Washington’s recent immigration policy changes, along with increased H1B visa fees, have created anxiety among Indian students, professionals, and technology companies that rely heavily on access to the American market.

Against this backdrop, Rubio’s decision to unveil the new visa scheduling initiative during his India visit appeared aimed at easing concerns and reinforcing confidence among Indian businesses and skilled workers. The message from Washington suggested that despite policy debates and immigration restrictions, India continues to occupy a central place in America’s long-term economic and strategic calculations.

US Ambassador to India Sergio Gor also connected the expansion of consular operations directly to the growing commercial relationship between the two nations. Speaking during the event, Gor said the new embassy facility symbolised America’s confidence in India’s economic future and innovation ecosystem.

“This building, which will house our consular operation alongside other embassy offices, is our response to that confidence. We believe in India,” Gor said during his remarks.

He further stated that the facility would act as an important gateway for innovators, entrepreneurs, and professionals who contribute significantly to job creation and economic growth in the United States. According to Gor, such initiatives would also support the broader objective of increasing bilateral trade between India and the US to $500 billion in the coming years.

Shortly after arriving in Delhi from Kolkata, Rubio met Prime Minister Narendra Modi for high-level discussions covering a wide range of strategic and economic issues. Before reaching Delhi, Rubio had visited the Mother House of Mother Teresa and paid tribute at the headquarters of the Missionaries of Charity.

The meeting between Rubio and Modi focused on strengthening defence cooperation, trade partnerships, strategic technologies, energy security, and developments across the broader Indo-Pacific region. Referring to the discussions, Ambassador Sergio Gor stated that relations between India and the United States remained stable and full of long-term potential.

“The Secretary and I just left a meeting with Prime Minister Modi, and I can attest that the relationship is on solid footing. There is incredible potential ahead,” Gor said after the meeting.

India’s Ministry of External Affairs described Rubio’s visit as an important step towards further strengthening the India-US Comprehensive Global Strategic Partnership. Officials indicated that both countries remain committed to expanding cooperation across multiple sectors despite recent disagreements over tariffs and geopolitical issues.

Rubio also used his visit to strongly underline India’s growing importance within Washington’s Indo-Pacific strategy and the broader Quad framework. He described the India-US relationship as central to America’s regional approach in Asia.

“The relationship between our two countries is at the cornerstone of our approach to the Indo-Pacific,” Rubio said during his address.

He further revealed that his very first official meeting after taking office as Secretary of State had been related to the Quad grouping, demonstrating the importance Washington places on cooperation with India, Japan, and Australia in the region.

“My very first meeting officially as Secretary of State was a meeting of the Quad. We wanted to do it here because of what an important role India plays in the United States and in our approach to the Indo-Pacific,” Rubio stated.

The Secretary of State is expected to hold extensive discussions with External Affairs Minister S Jaishankar on Sunday. Trade relations, investment, strategic technology cooperation, mobility issues, energy security, and regional coordination are expected to dominate the talks.

Rubio is also scheduled to participate in the upcoming Quad Foreign Ministers’ Meeting in Delhi on Tuesday after travelling to Agra and Jaipur on Monday as part of his India tour.

The visit comes at a time when both India and the United States are attempting to repair ties that experienced visible strain after Washington imposed punitive tariffs on Indian goods and President Donald Trump repeatedly claimed he had helped de-escalate military tensions between India and Pakistan during the crisis last May.

India, however, publicly rejected Trump’s claims and maintained that the cessation of hostilities had resulted solely from direct communication and discussions between New Delhi and Islamabad without external mediation.

Despite those disagreements, diplomatic engagement between the two countries has intensified in recent months, with both governments continuing negotiations aimed at achieving a broader trade agreement and strengthening long-term strategic coordination.

Rubio also praised the personal rapport between Prime Minister Modi and President Trump, describing it as an important factor contributing to the stability of the bilateral relationship.

“It is a personal relationship which dates back to the first administration,” Rubio said.

“These are two very serious leaders who are focused not just on the short term but on the long term,” he added while emphasising the broader strategic vision shared by both leaders.
