Security measures in Delhi have been intensified ahead of the BRICS summit, with a four-tier security arrangement for Russian President Vladimir Putin and additional protective measures for Chinese President Xi Jinping. Putin is expected to reach Delhi on September 11, while Xi is scheduled to arrive on September 12. Their hotels and travel routes have been placed under strict security surveillance.
With Putin staying at the Maurya Hotel, the property has effectively been transformed into a heavily fortified zone.
A four-layer security cordon has been established for the Russian President.
The first layer consists of the CPT, or Close Protection Team, which will provide Putin with close protection and remain with him throughout his movements.
The second layer, known as the inner security circle, will consist of senior Delhi Police officers.
The third or middle layer will be manned by Delhi Police commandos and paramilitary personnel.
The outer security layer will be managed by local police, with a large number of personnel deployed outside the hotel and in nearby areas.
PUTIN TO BE SURROUNDED BY HIS OWN SECURITY TEAM
Putin will also have his personal security team accompanying him throughout his stay. Around 25 to 30 commandos and security personnel are expected to travel with him and maintain a tight security perimeter during his movements.
Senior police officers have been assigned to supervise security at the hotels where foreign heads of state will stay.
Extensive security arrangements have been put in place at all hotels hosting leaders attending the BRICS summit.
Overall security at these properties will be overseen by senior officers holding the rank of Special CP, Crime.
At Bharat Mandapam, security arrangements by the Delhi Police will be led by the Special CP of the Special Cell.
Besides Delhi Police, commandos and paramilitary forces, additional surveillance will be maintained along the routes connecting the hotels and other key locations.
For better coordination, Delhi has been divided into multiple sectors, with each sector placed under an officer of DCP or Additional DCP rank.
SPECIAL SECURITY MEASURES FOR PUTIN AND XI
Russian President Vladimir Putin is scheduled to arrive in Delhi on September 11, while Chinese President Xi Jinping is expected to land in the capital on September 12.
After arriving at Palam Air Force Station, the two leaders are expected to travel to the Maurya and Taj hotels respectively.
Security teams from Russia and China have already reached Delhi and are coordinating protective arrangements at the hotels where their respective leaders will stay.
The foreign security personnel have brought advanced weapons and specialised security equipment.
Security personnel will be positioned across the hotels, including on the floors where the leaders will stay, as well as on the rooftops and ground floor.
The Delhi Police Special Cell will oversee security for the Chinese President.
At the hotel where Putin is expected to stay, one Additional DCP and two ACPs have been assigned duties in different shifts.
HOTEL EMPLOYEES UNDERGO VERIFICATION
Security agencies have conducted verification checks on all employees working at the hotels involved in the arrangements.
Their records have been checked not only in Delhi but also verified in their respective home states.
ARRIVAL TIMES AT BHARAT MANDAPAM FINALised
The motorcades carrying Putin and Xi are expected to be among the largest during the summit.
Delhi Traffic Police has finalised routes for foreign leaders travelling between their hotels and Bharat Mandapam.
Multiple rehearsals have also been carried out along these routes to evaluate and strengthen security arrangements.
Security and traffic personnel have been placed on heightened alert across the entire stretch connecting the airport to the hotels and the hotels to Bharat Mandapam.
