Karnataka Minister of Social Welfare HC Mahadevappa has articulated that the state government is poised to advocate for an amendment to Article 341 of the Constitution to enable "internal reservation for SC groups." Emphasizing the significance of amending Section 3 of Article 341, Mahadevappa asserted that this adjustment is imperative for the state to implement alterations in the internal reservations about various castes falling within the SC category.
Highlighting the diverse array of castes under the SC category, including Banjaras, Bovis, Madigas, and Korachas, Mahadevappa underscored their persistent demand for augmented internal reservation. Karnataka Law Minister HK Patil conveyed that the Cabinet, in its decision on Thursday, determined that achieving internal reservation necessitates amending Section 3 of Article 341. This, he explained, would pave the way for internal reservation, prompting the state government to recommend this amendment to the central government before making subsequent decisions.
In the broader context, Mahadevappa outlined the government's consideration of allocating 17.15 percent of reservations for the SC communities. Affirming the commitment to legal sanctity, he asserted that the Cabinet's decision aims to address the 25-year struggle of Dalits. The recommendation to amend Article 341 for the provision of internal reservations for the 101 castes within the SC groups in Karnataka aligns with the government's pursuit of 17.15 percent reservation.
Minister Priyank Kharge echoed the call for amending Article 341, reiterating the government's stance on this crucial matter. It is noteworthy that during the tenure of the previous BJP government, reservations for the SC communities increased from 15 percent to 17 percent. However, in the same Cabinet meeting, a decision was made to internally distribute the SC reservation, allocating six percent for SC Left, 5.5 percent for SC Right, 4.5 percent for SC Touchables, and one percent for other SC communities.
