India continues to believe that the Modi government has performed well overall, with Prime Minister Narendra Modi largely meeting public expectations. This perception suggests that the NDA would most likely win again if elections were held today. The reconstruction of the Ram Temple in Ayodhya has been seen as a symbolic achievement for the NDA government under Modi, while unemployment remains the most significant failure and the biggest challenge over the past 11 years, according to the India Today-CVoter Mood of the Nation survey.
Along with the Ram Temple, Operation Sindoor and infrastructure development were also recognised as major achievements of the government. On the other hand, retail inflation, communal violence, and fear among minorities were considered some of the most serious failures. These contrasting opinions reflect a mix of satisfaction and discontent among the public.
The survey, conducted between July 1 and August 14, 2025, gathered responses from 54,788 individuals across all Lok Sabha constituencies. Additionally, 1,52,038 interviews from CVoter’s regular tracker were included in the analysis, making the total opinion base 2,06,826 respondents for the MOTN report. This extensive participation makes the findings a reliable representation of nationwide sentiment.
A large section of respondents, about 16.7 per cent, felt that the reconstruction of the Ram Temple was the Modi government’s biggest achievement in the last 11 years. This sentiment has remained consistently high compared to earlier surveys. Following this, 12.2 per cent of respondents voted for India’s Operation Sindoor, the precision strikes carried out against Pakistan’s terror infrastructure after the Pahalgam terror attack. Meanwhile, 10 per cent believed infrastructure development was the greatest achievement, and 9.3 per cent considered the abrogation of Article 370 in Jammu and Kashmir the most important accomplishment.
On the other side, unemployment emerged as the government’s biggest failure, with 27.1 per cent of respondents selecting it. The number marked a sharp seven-percentage point increase compared to the previous survey, highlighting growing concerns about job creation. Other failures pointed out by the public included slow economic growth, communal violence and fear among minorities, women’s safety issues, and failure to curb terrorism.
When asked about the biggest problem facing the country, unemployment again topped the list. Around 27 per cent of respondents considered the lack of jobs the most pressing issue under Modi’s leadership. This was followed by 16.8 per cent voting for retail inflation, 6.8 per cent for farm distress, 6.6 per cent for poverty, and 6.1 per cent for lack of infrastructure. These findings underline the urgent need for stronger policies to address economic and social challenges alongside the government’s large-scale infrastructural and symbolic achievements.
