How CM Vijay's 10 to 6 in office, AC bus, and Hindu donations have silenced critics


More than two years ago, on February 2, 2024, a new political player entered Tamil Nadu’s political landscape. While the emergence of another party in a state historically dominated by the DMK and AIADMK might not ordinarily attract major attention, this development was different because it was led by one of South India’s biggest film stars, C. Joseph Vijay.

Launching his party, Tamilaga Vettri Kazagham (TVK), at a public event in Vikravandi, Vijay described the occasion as the beginning of a new chapter for Tamil Nadu. At the time, many political analysts and observers were sceptical about his electoral prospects, suggesting that he could perhaps influence power equations as a kingmaker but was unlikely to become the central figure in state politics.

That perception changed dramatically on May 4, 2026, when the Tamil Nadu Assembly election results were declared. For the first time in over six decades, voters rejected the two dominant Dravidian parties and handed victory to Vijay’s TVK.

Vijay took oath as Chief Minister on May 10. However, questions persisted, this time regarding his ability to govern. Political opponents argued that success in cinema did not translate into administrative competence, while some even predicted he would not complete a full term in office. Yet, within the first month of his tenure, a series of governance initiatives began reshaping public perceptions of the actor-turned-politician.

His recent instructions to district collectors and police officials to act decisively against criminals without political interference, ensure equal application of the law regardless of influence, and his announcement that all public transport buses in Tamil Nadu would be air-conditioned have reinforced the image of a leader focused on administration rather than political theatrics.

This emphasis on governance has been a consistent feature of Vijay’s tenure from the very beginning.

Governance-Focused Messaging Since Day One

During the election campaign, Vijay repeatedly urged voters to place their trust in him, assuring them that his promises would be fulfilled. After receiving a strong mandate, he moved quickly to implement several key commitments.

Within hours of taking office, his government announced 200 units of free electricity, a move reportedly expected to benefit nearly 2.4 crore domestic consumers across the state.

He also established Anti-Drug Task Forces in every district, aimed at curbing drug trafficking, distribution and consumption, with the Chief Minister personally overseeing their functioning.

To address crimes against women and children, the government launched the Singappen (Lioness) Special Task Force, designed to ensure faster intervention and resolution of complaints involving women’s safety.

Within 48 hours of assuming office, Vijay directed the closure of 717 Tasmac liquor outlets located near religious institutions, educational establishments and bus terminals. Under the order, all state-run liquor shops operating within a 500-metre radius of temples, mosques, churches, schools, colleges and bus stands were to be shut down within two weeks.

As a result, 276 liquor outlets near places of worship, 186 near educational institutions and 255 near bus stations were closed, fulfilling a major campaign promise aimed at reducing alcohol-related disturbances in public spaces.

Although several electoral promises remain pending, the government has indicated that implementation is underway.

A Distinct Working Style

Apart from policy measures, Vijay’s personal style of administration has attracted considerable attention.

Unlike the traditional white veshti commonly associated with Tamil Nadu’s political leadership, Vijay regularly arrives at the Secretariat wearing a black suit and white shirt, presenting himself as a modern administrator rather than a conventional Dravidian politician.

Reports suggest he maintains a disciplined work schedule, spending nearly seven hours daily at the Secretariat from Monday to Friday. Senior officials have reportedly been instructed to adhere to strict punctuality standards, making timely attendance a core expectation throughout the bureaucracy.

His routine of bringing lunch from home and eating privately in his office, rather than engaging in lengthy political discussions over meals, has also become part of the public narrative surrounding his leadership style.

While such practices may appear largely symbolic, they contribute to shaping administrative culture. By emphasising punctuality, professionalism and visible commitment to work, Vijay appears to be signalling the standards he expects from the government machinery.

Recognition for Economic Vision

Although Vijay enjoyed immense success throughout his film career, one of the most discussed moments of his tenure as Chief Minister came when NITI Aayog Vice Chairman Ashok Kumar Lahiri publicly praised his economic roadmap.

Despite advocating strongly for Tamil Nadu’s interests, Vijay has maintained a cooperative working relationship with the Union government.

Soon after taking office, he met Prime Minister Narendra Modi and raised several long-standing issues affecting Tamil Nadu. These included urging legal action against Karnataka’s proposed Mekedatu dam project, seeking the release of Tamil Nadu fishermen detained by Sri Lanka, promoting defence manufacturing initiatives in the state and requesting greater central support for artificial intelligence, skill development and industrial growth.

He also attended the NITI Aayog Governing Council meeting on June 11, signalling a willingness to collaborate with the Centre despite political differences when it comes to advancing Tamil Nadu’s interests.

His economic agenda gained additional attention when Lahiri praised Vijay’s goal of expanding Tamil Nadu’s economy to $1.5 trillion by 2035, describing the target as ambitious yet clearly articulated. The endorsement was viewed as recognition of Vijay’s attempt to transform Tamil Nadu into not only India’s manufacturing powerhouse but also a major global destination for technology and investment.

Welfare Initiatives and Anti-Corruption Measures

The government’s initial focus has centred on improving welfare delivery and strengthening public services.

Within weeks of taking office, the administration ordered a comprehensive revamp of Tamil Nadu’s 620 Amma Unavagam canteens, directing authorities to upgrade kitchens, replace equipment, improve sanitation standards and address concerns regarding food quality and hygiene.

The government also announced the first phase of cooperative bank loan waivers for economically vulnerable borrowers and revived several delayed Jal Jeevan Mission projects aimed at expanding access to clean drinking water.

To support agriculture, a Rs 134.83 crore package was introduced to encourage paddy cultivation across the state.

Additional measures included deploying 40 new vehicles to strengthen rural healthcare and emergency medical services, along with enhanced monitoring of scan centres to improve maternal healthcare outcomes.

Alongside welfare programmes, the administration has projected itself as committed to administrative reform and clean governance. Central to this effort is the Vetri Tamizhagam Vision Document, a detailed governance framework containing 436 objectives across 35 departments. Built around ten guiding principles inspired by the Tirukkural, the document outlines measurable goals in areas such as education, healthcare, infrastructure, economic development and transparent administration.

The government also released a White Paper on Tamil Nadu’s finances, highlighting inherited debt levels and committing to greater fiscal openness.

Vijay directed officials to eliminate unofficial centres of influence within the bureaucracy, warned against corruption in public contracts, expanded single-window investor clearances and supported anti-corruption investigations, including those conducted by the Directorate of Vigilance and Anti-Corruption (DVAC).

In another significant move, the government cancelled approvals for 46 projects under the Hindu Religious and Charitable Endowments (HR&CE) Department worth Rs 245.85 crore, including marriage halls and commercial complexes sanctioned during the previous DMK administration. Officials stated that temple funds should primarily be utilised for religious and temple-related activities rather than commercial projects. The government has announced plans to redirect these resources towards new initiatives benefiting temples and devotees.

Vijay has also proposed several technology-driven governance reforms, including a Tamil Nadu Citizen Privilege Card to streamline welfare benefits, a Vetri Tamil Nadu Super App for accessing government services, a Right to Services Act and a dedicated department focused on integrating artificial intelligence into governance.

Together, these initiatives reflect an effort to combine welfare expansion, technological innovation and stronger administrative accountability.

After spending more than two decades as one of Tamil cinema’s most successful stars, C. Joseph Vijay now appears determined to establish a similar reputation in public office. While his government has faced criticism and controversies, he has consistently projected the image of a decisive and actively involved leader, seeking not only to govern effectively but also to counter doubts about whether a film actor can successfully lead a state administration.
