Delhi’s draft electoral roll was released on Monday, with 47.7 lakh voters out of the capital’s 1.45 crore electors missing from the list following the Special Intensive Revision (SIR). This means nearly one-third of Delhi’s voters are currently absent from the draft roll. The final electoral roll is scheduled to be published on November 4.
Delhi Chief Electoral Officer Ashok Kumar said voters whose names do not appear in the draft can apply for inclusion by submitting Form 6 along with the required supporting documents by September 30.
Voters can also verify their names in the draft electoral roll through the Election Commission’s voter services portal.
Officials said Delhi recorded the “highest percentage” of deletions at the draft stage among the states and Union Territories where the SIR exercise has been carried out, with around 33% of electors excluded.
In terms of absolute numbers, the deletion of more than 47 lakh names in Delhi is also among the highest recorded during the exercise.
A poll official attributed the large number of deletions partly to Delhi’s sizeable floating population, saying this could explain the unusually high number of names removed from the draft list.
Under the revised Election Commission schedule, claims and objections will be reviewed, with the process of issuing notices and disposing of cases continuing until October 29.
The draft roll contains approximately 97.5 lakh electors whose enumeration forms were collected and digitised during the door-to-door SIR exercise. The exercise began on June 30 and concluded on August 17.
Enumeration forms for around 67.18% of Delhi’s total 1,45,10,299 electors were digitised during the exercise. The remaining 47.7 lakh voters were classified under the Absent, Shifted, Dead, Duplicate and Others (ASDDO) categories and consequently do not appear in the draft roll.
Digitisation rates differed considerably across Delhi’s 70 Assembly constituencies. Rohini in northwest Delhi recorded the highest rate at 83.43%, while Tughlakabad in southeast Delhi had the lowest at 52.15%.
The SIR was carried out through door-to-door enumeration to create an updated electoral roll. Voters whose enumeration forms were not collected during the exercise can now request inclusion through the claims and objections process.
