India’s space sector is witnessing an unprecedented opening to private players. However, within the Indian Space Research Organisation (Isro), sections of the workforce are raising a fundamental concern: how far will this push towards privatisation extend, and what will it mean for Isro’s traditional role in developing rockets, satellites and operating launch infrastructure?
The issue has now reached the organisation’s top leadership.
Days after the successful launch of the GSLV F-17/EOS-05 mission on September 4, The Times of India reported that employee associations from several major Isro centres had written to Isro Chairman and Department of Space Secretary V Narayanan, seeking clarity on the government’s plans.
The five-page letter, signed by nine representatives of employee associations from centres including VSSC, SDSC, URSC, LPSC, SAC, NRSC and IPRC, reflects growing apprehension among parts of the workforce.
Together, these associations represent around 5,000 employees, accounting for nearly 27% of Isro’s stated workforce of 18,100.
So, what are their concerns?
WHAT DOES “PRIVATISATION OF ISRO ACTIVITIES” MEAN HERE?
The concern is not about private companies entering the Indian space industry itself.
Since 2020, the government has been encouraging greater private participation throughout the space sector. The broader objective is to enable companies to design, manufacture and operate space systems, while Isro increasingly concentrates on research and advanced technology development.
The employee associations have said they support genuine private participation and commercialisation. Their concern is that activities currently carried out within Isro could gradually be shifted outside the organisation.
Their apprehension grew after Pawan Goenka, chairman of IN-SPACe, said at Business Today’s India @ 100 Economy Summit that Isro would eventually stop manufacturing launch vehicles, with private companies or public sector undertakings taking over that role.
For Isro employees, this raises a larger question: if the organisation stops building its own rockets, how much of its existing engineering and manufacturing expertise will continue to remain within Isro?
WHAT IS ALREADY BEING TRANSFERRED?
The letter highlights the transfer of SSLV technology and production to Hindustan Aeronautics Limited (HAL).
It also points to the ongoing process for transferring LVM3 technology, India’s largest launch vehicle, as well as similar initiatives involving the PSLV.
The associations have further referred to reports that routine satellite manufacturing could eventually be shifted outside Isro and that new launch facilities, including the Space Launch Complex at Kulasekarapattinam in Tamil Nadu, could be opened to private players.
Their concern, they say, is not necessarily about any individual decision.
Instead, they want a clearly stated overall policy explaining which responsibilities will continue to remain with Isro and where private participation will begin.
WHY DOES PRIVATISATION MAKE ISRO EMPLOYEES ANXIOUS?
Isro employees argue that rocket development involves much more than manufacturing.
Designing, integrating, testing and launching rockets requires decades of accumulated expertise, institutional knowledge, safety systems and specialised technical capabilities.
The associations fear that shifting these activities outside Isro could gradually weaken capabilities that the organisation has spent decades developing.
They are also concerned about the impact on employees currently engaged in these areas.
If private companies take over work presently handled within Isro, employees fear fewer in-house assignments, limited promotion opportunities, reduced scope for developing skills and eventually lower recruitment.
The letter also raises the possibility that some existing employees could become surplus or be redeployed, while comparable work is carried out by private contractors using technology developed by Isro.
Another major concern is strategic autonomy.
The associations believe retaining critical capabilities such as launch-vehicle development, testing and launch operations within a public institution provides a certain level of accountability, quality control and safety oversight.
They fear that transferring too much of this capacity outside Isro could weaken these safeguards.
ISRO ALREADY HAS A MANPOWER PROBLEM
Concerns about declining recruitment come at a time when Isro itself has a substantial number of vacancies.
Government data showed that as of February 2026, Isro had 15,529 employees in position against 18,142 sanctioned posts, leaving a vacancy rate of around 14.4%.
The government has said steps are being taken to fill the vacant positions.
However, employee associations fear that greater outsourcing of core activities could further affect manpower requirements by reducing the need for future recruitment.
“Existing employees may be rendered surplus, or redeployed, or left without meaningful work while the same tasks are performed by private contractors using publicly developed technology. Regular recruitment to Group A, B and C posts — already constrained by vacancies and attrition — will further decline, denying opportunity to meritorious youth who look to Isro as a public career of honour, not as a private contractor's workforce,” the letter states.
ARE ISRO EMPLOYEES AGAINST PRIVATE COMPANIES?
Not necessarily.
This distinction is central to the debate.
The associations have explicitly said they are not opposed to Indian industry or legitimate commercialisation through NSIL, Isro’s commercial arm.
Their demand is for a clear distinction between “enabling private participation” and “dismantling Isro's own realisation capability.”
Essentially, they are asking whether India can develop a strong private space industry without weakening its national space agency.
They have also sought greater transparency regarding the transfer of technologies developed using public funds.
WHAT CLARIFICATION DO THEY WANT?
The associations want Dr V Narayanan, in his dual role as Isro chairman and Secretary of the Department of Space, to provide written clarity on Isro’s future responsibilities, including its role in launch vehicles, satellites, infrastructure, staffing and recruitment.
They have also called for structured discussions between the Department of Space and recognised employee associations.
The larger debate, therefore, goes beyond a simple government-versus-private-sector divide.
It concerns the future shape of India’s national space agency and whether Isro will continue to both develop and build the country’s major space systems, or increasingly evolve into a research and technology-focused organisation while private companies and PSUs take over much of the actual production and implementation of launch vehicles.
That uncertainty is at the heart of the concerns raised by sections of the Isro workforce, which says it has yet to receive a clear answer on where that boundary will ultimately be drawn.
