Following the High Court's inquiry into whether the privileges granted to rape convict Gurmeet Ram Rahim Singh, such as parole and furlough, were also accessible to other convicts, Haryana Chief Minister Manohar Lal Khattar asserted that the right to parole or furlough is bestowed upon every convict exhibiting good conduct in jail.
Khattar stated on Thursday, "Parole is granted based on conduct in jail. Every convict has the entitlement to receive parole and furlough. We are currently establishing an open jail, where inmates demonstrating good conduct will be placed."
Dera Chief Gurmeet Ram Rahim Singh availed 184 days of parole and furlough in the last three years.
In response to a Public Interest Litigation (PIL) filed by the Shiromani Gurdwara Prabandhak Committee (SGPC), the Punjab and Haryana High Court instructed the Haryana government to clarify whether similar provisions of furlough and parole were extended to other convicts.
