Rajya Sabha Chairman Jagdeep Dhankhar took issue with Aam Aadmi Party (AAP) MP Raghav Chadha for participating in a protest within the House related to the Opposition's request to suspend the scheduled business for the day. The Opposition members expressed their dissatisfaction after the Chairman declined to approve notices seeking the suspension of regular proceedings. This request aimed to address the "serious situation arising out of breach of security" that occurred in Parliament on December 13.
AAP MP Raghav Chadha attempted to raise a point of order using a hand gesture, prompting Dhankhar to criticize the method, stating, "Mr. Chadha, you don't have to do like this (hand gesture) to raise a point of order...use your mouth...don't do it."
Dhankhar rebuked Chadha, advising him to communicate verbally, saying, "If you want to say something, use your mouth. Do not gesture with your hands. Now is the time for you to learn many things. It seems you will also start dancing soon. Sit quietly on your seat. You have already been punished by this House.”
An hour earlier, Chadha had supported the opposition MPs' demands for a discussion on the security lapse in Lok Sabha. He asserted that the demand for a discussion on the security breach of the highly secured building was legitimate and not a matter of specific party politics but a concern for the safety of the Indian Parliament. Despite these pleas, the Chairman adjourned the proceedings until 2 pm, following continued protests.
Before the adjournment, Dhankhar invited the Leader of the Opposition Mallikarjun Kharge, the Leader of the House Piyush Goyal, and other floor leaders to meet him in his chamber. The House had previously experienced repeated adjournments, a situation that persisted into Thursday.
