In response to a query regarding the inclusivity of the draft menstrual hygiene policy for the LGBTQIA+ community, Union Women and Child Development Minister Smriti Irani questioned, "Which gay man, devoid of a uterus, experiences a menstrual cycle?"
Her reaction came in reply to RJD MP Manoj Kumar Jha's inquiry on December 13 in the Rajya Sabha during the deliberation on the policy. Jha sought clarification on whether the policy incorporates provisions to "promote and provide for menstrual hygiene among the LGBTQIA+ community."
The acronym LGBTQIA represents Lesbian, Gay, Bisexual, Transsexuals and Transgenders, Queer, Intersex, and Asexual. The addition of the '+' ensures the inclusion of all identities within the community.
In an interview with news agency ANI, Smriti Irani suggested that Manoj Kumar Jha's question was aimed at either shocking, provoking, or garnering attention. She questioned, "He (Manoj Jha) wants me to answer how I can provide for their (LGBTQIA community) menstrual hygiene. For gay men. Is it applicable?"
During the parliamentary discussion on December 13, the Union Minister expressed her opposition to the concept of mandatory paid menstrual leave for female employees, stating, "As a menstruating woman, menstruation and the menstrual cycle are not a handicap; it's a natural part of women's life journey."
Smriti Irani also revealed that the Ministry of Health and Family Welfare has devised a draft menstrual hygiene policy in collaboration with stakeholders, as announced in the Rajya Sabha.
